"Users > YourUsername > Documents > My Games > Rocket League > TAGame > Config"
There You Will Find "TASystemSettings.ini" File. Now Open It And Find "AllowPerFrameSleep=True" Now Change It To "AllowPerFrameSleep=False" Make Sure To Save The File. It Should Unlock Your FPS Enjoy.
